Program Description:

Accessibility issues are often overlooked in Construction Defect investigations even though they still may present issues for the occupants of the building. As consultants we need to have a good understanding of how Accessibility laws work, how to identify non-compliant assemblies, and how to address them during litigation. Come and learn how Federal and State regulations work in relationship to the California Building Code, learn how to identify what accessible elements are necessary, and what to look for during a construction defect investigation.

  • Learn the ways in which accessibility laws differ from building codes.
  • Learn to identify the correct accessibility standards for particular types of projects.
  • Learn strategies to identify various accessibility issues while performing a construction defect investigation.
  • Learn resolution strategies for correcting non-compliant work during a construction defect case.




Biography

Coming from a background of custom residential design, David is very familiar with the challenges and intricacies of residential construction. He received his Bachelor of Arts in Architecture from the University of California at Berkeley in 1995 and received his Master of Architecture from the University of Colorado at Denver in 1998. Working at multiple design firms during those years, his responsibilities included drafting, design, and sight observation. In 2000, David began working at Richard Avelar & Associates where he performed litigation support duties, including site observation and code compliance analysis. After obtaining his Architect’s license in 2004, he began assisting with post-litigation reconstruction in both repair design and contract administration. Currently, David performs forensic investigation and expert witness services, including building performance and code compliance review, repair specifications, and contract administration. David is also an active member of the consulting and design community in addition to being a California Access Specialist. He is on the ASTM Committee that creates the Building Code standards for stucco installation, has served on Code Advisory Committee for the California Building Code for the 2016, 2019, and 2022 code cycles, and serves the City of Pleasant Hill on its Planning Commission.
